CGM Process

The Congressional Gold Medal Process

  • The Congressional Gold Medal is an Act of Congress. Must obtain consensus of 2/3 of Congress for the bill to pass.
  • Need one member of both House and Senate to pitch the bill, House is more difficult.
    • House of Representatives
      • Need to identify at least one US Representative to introduce the bill
      • Bill then goes to the House Financial Services Committee
      • 290 Members of the House must notify the Committee that they will sign on as co-sponsors of the bill before it will be approved by the Committee and sent to the floor of the House for House approval
    • Senate
      • Need to identify at least one US Senator to introduce the bill
      • Bill then goes to the Senate Banking, Housing and Urban Affairs Committee
      • 67 Members of the Senate must notify the Committee that they will sign on as co-sponsors of the bill before it will be approved by the Committee and sent to the floor of the Senate for Senate approval
    • After the bill passes both houses it goes to the President to get signed.
    • Congressional sessions are 2 years. The 115th congressional session ends Dec 2018.  If the bill is not passed by then, we would have to start the whole process all over again when the 116th Congress starts in February 2019.
